Enclosed you will find the Notice of Meeting for the Nagle Apartments Corp. 2020 Annual Meeting of Shareholders. Please fill out the proxy and mail it or fax it to my attention to ensure we have a quorum for the meeting. If you are going to attend the meeting, your proxy will not be used.

Due to the video conferencing, we ask that questions be submitted prior to the meeting so they may be answered. Questions can also be submitted during the meeting via email or the chat feature on Zoom. Instructions are attached for in-meeting participation.

If you wish to run for the Board, please send a bio to my attention so it can be distributed to the shareholders before the meeting. I should be in receipt of this bio no later than Thursday, 1 October, in order to have it distributed prior to the meeting with proxy ballots. Write-in votes will be available on the proxy ballots sent out prior to the meeting. You are encouraged to include a picture or headshot. The bio can be emailed to and should be in Word format.

A general proxy is attached. We do ask that everyone return the proxy prior to the meeting so that there is a quorum. You will be able to return a ballot if there is a contested election prior to the meeting regardless if you submit a proxy. Please fill out the proxy and mail, email, or fax it to my attention.

We realize this may be a new meeting experience, but it can run smoothly and efficiently.

Re: Masks and face coverings

While we wait for more information from local and state authorities on plans to reopen and enter into Phase 1, all emergency COVID-19 rules previously circulated are still in effect. Please make sure all members of your household are advised of all rules and procedures. Please forward to any tenants and subtenants.

Mask and face coverings

  • Everyone should be wearing a mask when you leave your apartment. That includes all residents. If you have a medical condition or disability that prevents wearing a mask, please take extra precautions. Practice social distancing at all times.
  • We continue to receive complaints about residents not wearing a mask or face covering in public. Even when walking outside, a mask or face covering should be readily available for use when near other people.
  • Hallways, elevators, laundry rooms, basements, outdoor areas are all considered public spaces. Masks must be worn in these areas.
  • Children over the age of 2 should be wearing a mask.
  • All non-residents must wear a mask at all times while on the property. This includes guests, visitors, aides, etc.

Masks and face coverings are for your protection and the protection of others you encounter. Wear one when you leave your apartment.

Please make sure these notices are reviewed with all residents in your apartment. This includes but is not limited to family, aides, domestic employees, renters, and sub-tenants.

Annual shareholders meeting

The annual meeting originally scheduled for next month has been postponed to the fall, when, hopefully, it will be safe to meet as a community in some fashion. Board elections will be held at the meeting. As soon as there is clarity on what date the meeting will be held, official notices will be sent out. Financial information will be sent out by the end of the month.

Non-essential work

  • As parts of the State move towards phase 1 of re-opening plan as set forth by the Governor, NYC is not part of that yet. That means that non-essential work is not allowed in apartments at this time, and any future work must be approved by management prior to being scheduled.
  • As soon as that is possible for your building it will be announced. Please be advised that any alterations or major renovations will have to be done under very strict guidelines to limit traffic in the buildings and to be sensitive to the many residents working from home in terms of noise.

Governor Cuomo issued an executive order still in effect stating that masks or face coverings must be worn anywhere that you are unable to maintain proper social distancing.

  • All residents should be wearing masks or face coverings when they leave their apartments at all times. Hallways, lobbies, elevators, laundry rooms, and mail rooms are all areas where it is hard to properly practice social distancing.
  • Anyone non-resident who enters the building must have a face covering. There are no exceptions.

No smoking

  • Smoke is not permitted to escape your apartment and into common areas per building regulations. This is especially important during these times of residents being primarily at home. As the weather gets warmer and windows are opened, smoke should not waft into neighbors’ windows either.
  • Do not smoke outside of any building entrance. This is not permitted at any time and especially during this period of social distancing. Walk away from the building if you are going to smoke.

Trash

  • Please make sure that all trash is bagged properly. Loose trash, especially organic garbage, should not be placed in trash barrels or thrown down the compactor chute. It has to be bagged.
  • Trash bags being placed in the trash barrels should be sealed tightly. This helps prevent vermin.
  • Recycling must be organized properly. Boxes should be broken down and only placed in proper areas for collection.

There are people working from home, students home schooling, and non-essential workers out of work, among others. However, please be respectful of your neighbors and try to limit noise as best as possible. Physical activities should be curtailed to apartment conditions and coordinated on a schedule with your neighbors, if it is problematic. All apartments are required to have 80 percent floor coverings.

Laundry carts

  • If laundry carts are still in use, please do not remove them from the laundry room. You should wash your laundry bag to reuse with clean laundry or clean your non-washable basket before reusing.
  • Laundry carts are for laundry only. Please do not transport other items using the cart.

Paperless billing

  • Due to the delays with the US mail, management is strongly recommending everyone sign up for paperless billing. You can turn it off at any time.
  • If you do not receive regular mailed invoice by the end of 5 May, please contact me.
  • To sign up and activate this service, you must follow these steps: Go to the reviewmyinvoice.com and click on “Register Now”. The information that you enter, such as your name, address, and account number (including hyphen), should be exactly as they appear on your rent bill. The whole process will take just a few minutes.

Noise

As all residents adjust to staying home, please remember that there will be more regular noise than usual, especially during the day. There are people working from home, students home schooling, and non-essential workers out of work, among others. However, please be respectful of your neighbors and try to limit noise as best as possible. Physical activities should be curtailed to apartment conditions and coordinated on a schedule with your neighbors if it is problematic. All apartments are required to have 80% floor coverings.

Special recycling programs suspended

The city has suspended all special recycling programs, which includes textile/clothing bins, organic recycling, and eCycle electronic recycling. Organics and textiles can be thrown out in regular trash. Electronics must be kept in apartments or brought to recycling centers. Many centers are closed, so keeping in your apartment for the time being is the best course of action.

Newspapers

If you are not staying in your apartment during the pandemic and have newspapers being delivered, please notify the super if you want them put in your apartment. Otherwise, they will be recycled after a few days. This is to avoid old papers from piling up.

Executive order – face coverings

Governor Cuomo issued an executive order that goes into effect Friday 17 April at 8 PM, stating that masks or face coverings must be worn anywhere that you are unable to maintain proper social distancing. It is strongly recommended that all residents should be wearing masks or face covering when they leave their apartments at all times. Hallways, lobbies, elevators, laundry rooms, and mail rooms are all areas that it is hard to properly practice social distancing.

NYS Pause through 15 May

Governor Cuomo announced that the State will remain paused through at least 15 May. All non-essential workers should work from home if possible. All rules and guidelines previously distributed will remain in effect. Some are highlighted below:

  • Stay home as much as possible.
  • Practice proper social distancing.
  • Non-essential repairs will be done after Pause is lifted.
  • No large deliveries or outside contractors unless for emergency purposes.
  • If possible, pick up food deliveries and other deliveries in the lobby.
  • Do not linger in lobbies or other common areas.
  • Visitors and guests are strongly discouraged from entering the building.
  • No gatherings will be permitted.

Elevator etiquette

Please remember to only ride in the elevator with people in your household. It is perfectly acceptable to tell someone to wait for the next elevator, including your neighbors. If a resident is violating this rule, please contact me.

Laundry room etiquette

  • After using front-load washers, please leave them open for the next person and to air dry.
  • Be respectful and remove your laundry as soon as it is done. Do not let it sit. Use a timer or alarm if possible, to remind yourself when it is done.
  • Do not touch others’ clothing at any time. This is not sanitary. If laundry sits for more than 45 minutes, contact the super or management.

Please see below information, reminders, and guidelines during these trying times. Please forward to tenants, subtenants, and family members who may be living in the apartment:

Stay home

City, State, and Federal officials have all highly recommended everyone staying home as much as possible at this time. If you do need to leave the building, please properly protect yourself by washing your hands where possible when out and immediately when getting home and avoid touching your face. You should also cover your mouth. There is a shortage of face masks, but you can use a scarf or bandana as a face mask when leaving the building.

Guests/visitors/deliveries

  • It is strongly recommended to not have guests or visitors at the building. The less traffic in the building, the safer and cleaner the building can be kept. Medical assistants are always permitted.
  • Deliveries should not be made to apartments if you are able to go to the lobby or vestibule to pick up. This includes take out delivery. Large food orders can be brought to the door if they are not able to be carried.
  • No large furniture or other large items should be scheduled for delivery. These require insurance certificates at all times and will not be permitted. Medical supplies such as beds and equipment will be allowed.

Social distancing

  • Please limit riding in the elevator with anyone you are not currently staying with in your apartment. It is perfectly acceptable—indeed recommended—that you request that individuals wait for the next elevator.
  • Please do not linger in the laundry room while waiting for clothes to be washed. Limiting the number of people in the room is imperative. Once clothes are in, please leave the area.
  • Do not linger in the lobby or vestibule for any length of time.
